Committee for Assessment of Essential Development Issues Investigates and assesses background factors in recent accidents and failures, including the H-IIA F6 accident. Establishes basic principles to be applied to practical measures, and systems that ensure more consistent development. (Formed on December 20, 2003)

Essential Development Issues Consulting Committee Acquires
advice from specialists, both domestically and internationally, to achieve more
consistent rocket and satellite development, launching and operations, from both
mid- and long-term perspectives. (Formed on June 21, 2004)

Office of Reliability Oversight Promotes
maximization of reliability across the entire organization, and ensures the accomplishment
of successful missions. (Formed in July, 2004) "Building

Research and Development Strategic Planning Committee Studies
and assesses developmental and organizational methodologies, and how they can
be practically applied to accomplishing successful missions. (Formed in July,2004)

Office of Reliability Promotion and Evaluation Facilitates
knowledge-sharing between JAXA specialists and scientists from other fields that
are unrelated to space development. As an independent body, and with a third-party
perspective, it assesses the status of projects in development, and monitors
all work being done towards greater reliability. In addition to project evaluation
and monitoring the activities of the Office of Reliability Oversight, it also
makes recommendations to the president of JAXA. (Formed in August, 2004) "Achieving
